PROBLEM TO BE SOLVED: To provide a cosmetic composition or a pharmaceutical composition which, by treating or modifying a reactive oxygen species (ROS) -releasing particles, eliminates or reduces potential oxidative stress that the particles may exert on the skin.SOLUTION: The invention provides a cosmetic composition or a pharmaceutical composition, wherein one or more kinds of core particles encapsulated in a polymer shell are comprised, at least some of core particles comprise a material that releases ROS, such as titanium oxide and zinc oxide, a first anti-oxidant that can eliminate or capture ROS is encapsulated inside the polymer shell with the core particles or is incorporated, and a second anti-oxidant that can prevent or reduce oxidative damage to the skin is coated over the polymeric shell.
