This invention relates to a pharmaceutical emulsion composition comprising: (i) a chitosan hydrogel comprising cross-linked chitosan and water, wherein the chitosan hydrogel is obtainable by reacting a randomly deacetylated chitosan having a degree of deacetylation of 30-75% and a cross-linking agent and (ii) a water-in-oil emulsion dispersed in the hydrogel, wherein the oil is a pharmaceutically acceptable oil, the water contains an active pharmaceutical ingredient, and wherein the water-in-oil emulsion further comprises an emulsifier.
