The present invention relates to a method for manufacturing a titanium or titanium alloy with a biological active surface, which includes: providing a substrate which is Ti or Ti alloy dipping the substrate into an electrolytic solution and forming a titanium oxide layer on the surface of the substrate by a surface treatment and dipping the substrate and the titanium oxide layer into a simulated body fluid for forming a hydroxyapatite layer in the pores and on the surface of the titanium oxide layer.
