Embodiments herein provide an apparatus for occluding a blood vessel and opening its lumen. The apparatus includes a set of members, a second member, and a third member. Each member includes a handle and a jaw. The first member and the second member are laterally moveable toward and away from one another. The third member is laterally moveable toward and away from the first member. The first and second members occlude the blood vessel in between corresponding jaws when a pinch force is applied, by the biasing unit, on the handles of the first member and the second member. The third and first members occlude the adventitia of the blood vessel in between corresponding jaws when a pinch force is applied, by the biasing unit, on the handle of the third and first members.
