The present invention provides an injection or an eye-drop agent produced as a homogeneous solution by solubilizing a poorly soluble active pharmaceutical ingredient. The injection or the eye-drop agent is produced by mixing a poorly soluble material which is dissolved in alcohol and is not dissolved in water a detergent for dispersing the poorly soluble material and a solubilizing agent for dissolving the poorly soluble material in a solvent (water). The poorly soluble material has an active pharmaceutical ingredient, and includes poorly soluble ginseng saponin (compound K molecular weight 622.878), dexamethasone (molecular weight 392.45), decursin (molecular weight 328.35), and decursinolangelate (molecular weight 328.35), which have molecular weights of 1000 or less, and cyclosporin (molecular weight 1202), which has a molecular weight of 2000 or less and has a cyclic structure therein. The solubilizing agent is used twice more than the poorly soluble material, and the poorly soluble material is dissolved in a solvent (water), so a homogeneous solution is produced. Moreover, preferably, the solubilizing agent includes any one or a mixture of histidine, lysine, or arginine which is alkaline amino acid, and the solubilizing agent is added to be two or more times greater than the poorly soluble material.
