The present invention relates to a liquid pharmaceutical formulation, for use in administraction of a cannabinoid medicament via a mucosal surface, comprising: one or more cannabinoids, a solvent and a co-solvent, wherein the total amount of solvent and co-solvent preseent in the formulation is greater than 55% wt/wt of the formulation, the formulation is absent of a self emulsifying agent and a fluorinated propellent and the one or more cannabinoids are presetn in the formulation in an amount at least 10 mg/ml.
