A first region for sliding an outer fabric (4) and a second region for applying frictional force to the outer fabric (4) are provided in the stated order from the upstream side toward the downstream side of drawing of the band (11) within a range of the outer peripheral surface of the sleeve member (2) that can be opposed to a first side (61) of the ring (6).
