PROBLEM TO BE SOLVED: To provide a calcium hydroxide-containing granular material sand capping structure and method that can achieve sufficient decomposition/volume reduction and stabilization of an organic material.SOLUTION: A coal ash agglomerated material sand capping structure 10 comprises a base part 11 having coal ash agglomerated material formed as a sand capping material on bottom mud 1 deposited on a water bottom of a closed water area to a predetermined thickness, and a flat part 12, a left-side slope part 13 L, and a right-side slope part 13R constituting a trapezoidal mound part formed on the base part 11 to have slopes having a predetermined gradient by using coal ash agglomerated material as a sand capping material.
