PROBLEM TO BE SOLVED: To provide a composite structure that has the thermal insulating properties and the hydrophobic properties, and to provide a method of manufacturing the composite structure.SOLUTION: The composite structure 1 includes a water repellent film 11 of which the principal ingredient is the fluororesin； an insulated film 13 of which the principal ingredient is one kind or more selected from the group comprising the polyethylene, polyester and polycarbonate； an intermediate layer 15 of which the principal ingredient is the titanium oxide, and formed between the water repellent film 11, and insulated film 13. First of all, the intermediate layer 15 is formed on the water repellent film 11. The silane coupling agent or the titanate coupling agent is used for joining the intermediate layer 15 and the insulated film 13. The composite structure 1 has the heat insulating function by the insulated film 13 and the antifog function by the water repellent film 11.
