PROBLEM TO BE SOLVED: To provide a horticultural binder capable of reducing a load for operating a handle by reducing a load associated with an operation of a lock member of a tape gripping device.SOLUTION: A tape gripping device 35 comprises: a support part 36 disposed along a direction of pulling out a tape 60； a gripping member 37 disposed to face the support part 36； gripping member energizing means 38 for energizing the gripping member 37 to a direction of the support part 36； and a lock member 39 engaged with the gripping member 37 to hold the gripping member 37 at a stand-by position resisting an energizing force of the gripping member energizing means 38； and lock member energizing means 40 for energizing the lock member 39 to a direction for engagement with the gripping member 37.
