This invention relates to a medicament filling and dispensing device, comprising a medicament container, a perfusing device, a transporting pipeline, a filtering membrane device, and a dispensing needle, wherein the dispensing has a tip that has a smooth and sharp shape and pierces into a plug disposed on the medicament container. The dispensing needle has therein a passageway of which an outlet at one end is located on a side wall surface of the dispensing needle. The side wall surface of the dispensing needle comprises an air guiding groove formed therein. Since the opening of the passageway is located on the side wall surface of the dispensing needle, when the dispensing needle pierces into the plug, there is no doubt about scrap of the plug generated to drop into the medicament container.
