PROBLEM TO BE SOLVED: To achieve safe traveling of a vehicle by taking measures corresponding to an abnormal level when a driver is in an abnormal state.SOLUTION: A driver state determination device 1 includes: a vital sign detection section 11 for detecting a vital sign of a driver of a vehicle； and a determination control section 10 for determining a state of a driver on the basis of a detection result of the vital sign detection section 11. The vital sign detection section 11 includes: a face image sensor 12 for detecting a face image of a driver； and a pulse sensor 13 for detecting the number of pulses of a driver. When it is determined that a blink of a driver or a visual line movement does not exist for equal to or more than a predetermined time on the basis of a face image detected by the face image sensor 12, the determination control section 10 allows a warning device 2 to perform warning in a case where the number of pulses detected by the pulse sensor 13 is within a normal range.
