The present invention provides a method for preparing a whitening cosmetic composition, the invention comprising the steps of: (a) preparing a first mixture by dispersing 100 to 500 parts by weight of an azelaic acid at temperatures of 60 to 120°；C with respect to 100 parts by weight of a glycol, preparing a second mixture by dispersing 100 to 200 parts by weight of a surfactant and 200 to 300 parts by weight of a lipid at temperatures of 60 to 120°；C, and preparing a highly concentrated azelaic acid by mixing the first mixture and the second mixture； (b) preparing a third mixture by stirring and mixing the highly concentrated azelaic acid in the above step (a), a thickener, a moisturizer and distilled water； and (c) mixing and stirring a physiologically active material to the third mixture in the step (b). The whitening cosmetic composition of the present invention contains a highly concentrated azelaic acid, thereby exhibiting an excellent whitening effect and providing an excellent feeling of use in comparison with cosmetic compositions using conventional solubilized azelaic acid.본 발명은 하기 단계를 포함하는 미백 화장료 조성물의 제조방법을 제공한다: (a) 글리콜 100 중량부를 기준으로, 아젤릭산 100-500 중량부를 60-120℃에서 분산하여 제1 혼합물을 제조하고, 100-200 중량부의 계면활성제 및 200-300 중량부의 지질을 60-120℃에서 분산하여 제2 혼합물을 제조한 이후, 상기 제1 혼합물 및 제2 혼합물을 혼합하여 고농축 아젤릭산을 제조하는 단계； (b) 상기 단계 (a)의 고농축 아젤릭산, 점증제, 보습제 및 증류수를 교반 혼합하여 제3 혼합물을 제조하는 단계； 및 (c) 상기 단계 (b)의 제3 혼합물에 생리 활성물질을 혼합 교반하는 단계. 본 발명의 미백 화장료 조성물은 고함량의 아젤릭산을 포함하고 있어, 탁월한 미백효과를 나타내는 것은 물론, 기존의 가용화된 아젤릭산을 사용한 것과 비교하여 사용감이 매우 뛰어난 장점을 제공한다.
