The present invention relates to a method of preparing an oil-dispersible solution containing titanium dioxide and a cosmetic composition including the oil-dispersible solution. More specifically, the method comprises the steps of: surface-treating titanium dioxide with aluminum hydroxide, hydrogen dimethicone, and stearic acid to prepare lipophilic titanium dioxide； adding the lipophilic titanium dioxide to a mixed solution of a dispersant and a dispersion medium and stirring the mixture using an AGI mixer so as to prepare a wetting solution； preparing a first dispersion solution by primarily dispersing the wetting solution in a bead mill； and preparing a second dispersion solution by secondarily dispersing the first dispersion solution in the bead mill. According to the present invention, there is barely white turbidity caused by titanium dioxide in the oil-dispersible solution, and the oil-dispersible solution has excellent transparency and usability and exhibits excellent effects of blocking blue light.본 발명은 이산화티탄 유분산액의 제조방법 및 이를 포함하는 화장료 조성물에 관한 것으로, 보다 상세하게는 이산화티탄을 알루미늄하이드록사이드, 하이드로겐디메치콘 및 스테아릭애씨드로 표면처리하여 친유성 이산화티탄을 제조하는 단계와, 상기 친유성 이산화티탄을 분산제와 분산매 혼합용액에 아지믹서를 이용하여 교반하면서 첨가하여 습윤액을 제조하는 단계와, 상기 습윤액을 비드밀 장치로 1차 분산시켜 1차 분산액을 제조하는 단계와, 상기 1차 분산액을 비드밀 장치로 2차 분산시켜 2차 분산액을 제조하는 단계를 포함하는 것을 특징으로 한다. 본 발명에 따르면, 이산화티탄에 의한 백탁 현상이 거의 없고, 투명도 및 사용감이 우수할 뿐만 아니라, 블루 라이트에 대한 차단 효과가 탁월하다는 장점이 있다.
