PROBLEM TO BE SOLVED: To provide a device for diluting liquid which is capable of efficiently transferring the waves stored in the liquid to the liquid after dilution when the device for diluting the liquid dilutes the liquid transferred with the waves. SOLUTION: A signal transmitter of this device for diluting the liquid has a wireless machine which is capable of transmitting the radio waves formed by continuously or intermittently modulating radio waves with the aural signals of an audible frequency band and a signal transmission section of a dummy load in the output portion of the wireless machine. This signal transmission section is immersed into the water or active water, solution, etc., put into a container and the radio waves modulated by the aural signals are imparted to the water or active water, solution, etc.
