PROBLEM TO BE SOLVED: To provide a tube sealing tip for a surgical forceps capable of both sealing a tube portion and cutting through the tube portion without extracting the tip outside the main body or exchanging the tip. Either sealing and cutting can be performed by a single action, or two or more chip actions can be continuously performed to perform sealing and cutting operations. The tip can also be used to cut tissue. The chip embodiments can utilize any energy source, but can inter alia utilize optical laser energy, particularly RF or ultrasonic energy. By spatially changing the energy released, manipulating the tube before or during energy delivery, changing the tip configuration during operation, and applying tension or ablation at the appropriate location of the tube By combining, different effects (cutting, sealing) can be achieved.
