PROBLEM TO BE SOLVED: To provide a peeling gel that is easy on skin while having effective keratin removal functions and skin-whitening component permeation functions.SOLUTION: A basic aqueous solution containing a skin-whitening component is blended with a carbomer having a peeling action for proper gelling, thereby realizing an alkaline keratin removal action easy on skin.
