A system and method for treating a patient may include implanting an apparatus that includes a tube housing a one-way valve and having first and second surfaces. When the apparatus is implanted, the first surface is located inside the right atrium of the patient and the second surface is located on the skin of the patient. When implanted, the apparatus is used for drawing blood from the right atrium and/or providing a liquid to the patient.
