PROBLEM TO BE SOLVED: To obtain a plant raising device and a plant raising method capable of suppressing light irradiation to an underground part of a plant more reliably.SOLUTION: A plant raising device 10 grows a plant 40 which accumulates nutrients synthesized in a ground part A in an underground part B. The plant raising device 10 comprises: a seedling raising part 11 and connection parts 12 which are provided for the seedling raising part 11 and connect a plurality of seedling raising parts 11. Further, the seedling raising part 11 has a bottom opening part 11b formed on a bottom part 11e, a top part opening part 11a formed on a top part 11d, and a side part 11c whose diameter becomes smaller from the bottom part 11e toward the top part 11d.
