The present invention relates to a cosmetic composition for preventing hair loss and accelerating hair growth and a manufacturing method thereof. The method comprises the steps of: mixing 100 parts by weight of an aqueous solution of ethanol, 20 to 40 parts by weight of glycerin, 20 to 60 parts by weight of a lemon, and 0.1 to 1 part by weight of vitamin C； aging the mixed material at 1 to 5°C for 20 to 60 days； and filtering the aged material.
