The present invention relates to a method for producing a hair loss preventing and hair growth promoting agent of a shampoo type by combining extracts of roots of Acorus asiaticus and Glycyrrhizae Radix, mineral water containing natural mineral components and shampoo components. According to the present invention, a hair loss preventing and hair growth promoting agent manufactured by the method contains soap having natural components, thereby preventing damage of hairs during washing after using a hair growth promoting agent, and combines medicinal herb components and mineral of natural mineral water, thereby being safe to scalp and having excellent affinity and absorption abilities.
