The arm (31) may be released and lowered to a position where it substantially closes the opening (20). The apparatus (10) also includes a metering disc (38) having a plurality of holes therein, the disc (38) being rotatable to align a selected hole with the dispensing opening (20) and a releasable latch for latching the disc in a non-rotatable position to maintain a selected hole aligned with the dispensing opening (20). The disc (38) also includes an imperforate region which may be rotated to a position in alignment with the dispensing opening (20) to close the opening (20).
