PROBLEM TO BE SOLVED: To achieve a reduction in a blood flow measurement time.SOLUTION: A blood flow measurement device for acquiring blood flow information related to an attention blood vessel of a living body includes: a scanning unit for scanning a cross section intersecting with the attention blood vessel using optical coherence tomography an image forming unit for forming an image of the cross section on the basis of the data acquired by scanning an image processing unit for processing the image and a control unit. The control unit controls the scanning unit so as to scan one or more cross sections of the attention blood vessel repetitively. The image forming unit forms a phase image indicating a change in a phase difference over time in the one or more cross sections on the basis of the data acquired by the repetitive scanning. The image processing part outputs a predetermined signal on the basis of the change in the phase difference over time indicated by the phase image.
