PROBLEM TO BE SOLVED: To measure pulse waves corresponding to a level of a congestive state even without adjusting the quantity of light for one irradiation device.SOLUTION: A first irradiation section 17a and a second irradiation section 17b (irradiation sections 17) are disposed to irradiate a measurement portion to measure pulse waves with the determined quantity of light, respectively. A storage section 12 stores the irradiation sections 17 correspondingly to a level of congestion of blood. A measuring section 15 measures pulse waves using light transmitted through or reflected on the measurement portion irradiated with light. A control section 11 functions as a determination part 111 and determines the level of congestion in the measurement portion.
