The present invention provides a porous catalyst body characterized by containing: a porous body, in which flakes containing iron oxide, at least some of which is in a polycrystalline state, are formed by being aggregated in a state whereby a plurality of voids that connect to the outside are present and the flakes have fine pores formed by one void being linked to another void； and oxide catalyst particles which are supported in the fine pores and which contain at least one type selected from the group consisting of a noble metal, an oxide of the noble metal and an alloy of the noble metal and a transition metal, with the flakes having a thickness of 5-20 nm and a maximum length of 50-500 nm.
