PROBLEM TO BE SOLVED: To provide a novel electronic apparatus controller which does not require an additional component for distinguishing between a blink for command generation and a blink as a normal body response.SOLUTION: It is determined whether or not a difference time between a detection time of a positive potential generated with a closing motion of an eyelid and a detection time of a negative potential generated with an opening motion of an eyelid is within a threshold range for determining the start of signal generation.
