PROBLEM TO BE SOLVED: To provide a measurement promotion device, method and program for encouraging measurement of corresponding biological data in response to a change in environmental data. SOLUTION: A measurement promotion device satisfies an environment data acquisition unit 301 for acquiring environmental data related to a user's external environment and a condition stored in advance indicating that the user's biological data is susceptible to change. It is provided with a user influence determination unit 303 for determining whether or not, and an instruction unit 304 for instructing to measure biometric data when it is determined that the environmental data satisfies the above conditions.
