Disclosed is an oil-in-water type organopolysiloxane emulsion that is stable and has smaller particle diameters for a long period of time even in cases where a low-polarity organopolysiloxane and a cationic surfactant are used. The emulsion comprises: (A) 100 parts by weight of a diorganopolysiloxane having a viscosity of 2 to 100,000 mPa·s at 25° C., (B) 0.5 to 30 parts by weight of a cationic surfactant, (C) 0.1 to 10 parts by weight of a nonionic surfactant, and (D) 11 to 550 parts by weight of water, wherein a content of component (C) is equal to or less than a content of component (B), and wherein an average particle diameter of component (A) in the emulsion is 600 nm or less.
