The present invention relates to an apparatus and a method for terahertz tomographic imaging which acquire an interference-removed tomographic image from an inspection target consisting of a plurality of layers. According to an embodiment of the present invention, the apparatus for terahertz tomographic imaging comprises: a detection unit to emit an input signal to the inspection target, and collect a reflection wave formed by the input signal reflected from the layers as an acquisition signal and a control unit to generate a tomographic image of the inspection target based on the acquisition signal. The control unit estimates a system model of a first layer among the layers based on the input signal and the acquisition signal. The system model models a signal processing process where the input signal is changed to the acquisition signal by reflection in the first layer.
