On one side of an upper surface of the lower stopper, a solution discharging pathway to discharge a solution filled in the instillation container is formed to reach and penetrate a lower surface of the lower stopper. On an end portion of the solution discharging pathway, a tube connecting pipe is formed to extrude. In an inner side of an end portion of the instillation container, a discharge guide plate having a discharging hole is inserted, joined and fixed. A precision solution controller is joined to an outer circumferential side of the discharge guide plate.
