PURPOSE: A skin temperature-sensitive hydrogel composition is provided to quickly and uniformly transfer a skin coating agent when hydrogel is applied on skin, thereby showing skin care effects. CONSTITUTION: A skin temperature-sensitive hydrogel composition contains: 0.1-10 wt% of non-ionic gelling polymers containing tara gum and tamarind seed gum； 0.1-5 wt% of carrageenan； 0.1-0.3 wt% of a skin affinity enhancing agent selected among beta-glucan, hydrolyzed collagen, and sodium hyaluronate； 10-30 wt% of polyvalent alcohol； and 30-85 wt% of water. A method for manufacturing the hydrogel composition comprises the steps of: mixing 0.1-10 wt% of the non-ionic gelling polymers and 0.1-5 wt% of carrageenan to prepare a gel forming material； and adding 0.1-0.3 wt% of the skin affinity enhancing agent, 10-30 wt% of polyvalent alcohol including glycerin, and 30-85 wt% of water to the gel forming material.
