SOLUTION: In the method of stipulating the excess water value of the exothermic composition, the exothermic composition containing the excess water, and the heating elements, the method is for measuring the excess water of the exothermic composition as the index value of the amount of excess water at present by an excess water value measuring apparatus with a through-hole and an infiltration material and stipulating the excess water value of the exothermic composition at present. The infiltration material is a filter medium whose water filtration time is &le120 seconds/100 ml, filling inside the through-hole of the measuring plate of the excess water value measuring apparatus bottomed by the filter medium is performed, the infiltration distance to the filter medium of the water or aqueous solution of the exothermic composition after five minutes is measured, and a value obtained by dividing the infiltration distance by the height of the through-hole and multiplying it by 100 further is defined as the excess water value of the exothermic composition at present.
