The present invention relates to an upper limb rehabilitating device capable of upwardly and downwardly moving a shoulder or an elbow of an arm. The upper limb rehabilitating device comprises: a base a support unit a first rod a second rod a third rod a fourth rod a fifth rod a first normal rotated motor a second normal rotated motor a pair of first holders and a pair of second holders. The base is installed in an upper side between left and right shoulders. The support unit is combined with a shaft of the base and is rotated on the left and right shoulders. The first rod is combined with a shaft to be rotated at a constant angle in left and right sides from the support unit. The second rod is combined with the shaft to be rotated at the constant angle in front and back sides from the first rod. The third rod is connected to control up and down constant length from the second rod. The fourth rod is combined with the shaft to be rotated at the constant angle in the front and back sides from the third rod. The fifth rod is connected to control the up and down constant length from the fourth rod. The first normal rotated motor is connected to a shaft outside of the first rod and the second rod and forcibly rotates the second rod from the first rod. The second normal rotated motor is connected to a shaft outside of the third rod and the fourth rod and forcibly rotates the fourth rod from the third rod. The pair of first holders are detached from the inside of the third rod, fix the arm between the shoulder and the elbow and are faced to each other. The pair of second holders are detached from the inside of the fifth rod, fix the arm between the shoulder and the elbow and are faced to each other.
