A rotating cylinder device is provided, including an belt, a plurality of plate-shaped parts, a plurality of link mechanisms and a cylindrical casing. The belt is substantially cylindrical shaped and has an axis line. The plate-shaped parts are symmetrically disposed outside the belt with respect to the axis line. The link mechanisms are respectively pivotally connected with the plate-shaped parts, wherein an end of each link mechanism is pivotally connected with one of the plate-shaped parts and the other end is provided with a moving protrusion. The moving protrusion is adapted to move along a first direction parallel to the axis line. The cylindrical casing is adapted to rotate about the axis line and is coupled with the moving protrusions.
