The present invention relates to a formulation for generating a sliding layer in packaging for a medicine or cosmetic by being applied into a hollow body, and to packaging for a medicine or cosmetic, and a method for manufacturing the same. According to the present invention, a liquid formulation comprises: a reactive silicon system for forming a silicon network of a sliding layer； a catalyst for catalyzing a crosslinking reaction of the reactive silicon system； at least one non-reactive silicone oil； and at least one diluent. The diluent includes a silicon-containing compound, and the content of the diluent in the formulation ranges from 45 to 95 wt%. In the packaging for a medicine or cosmetic including a cylindrical hollow body (5) coated with a sliding layer (10) therein, the sliding layer (10) has a silicon network into which silicon oil is introduced.
