PROBLEM TO BE SOLVED: To provide an external preparation composition which gives a cool feeling at the time of application on the skin, and to provide a skin care sheet where the external preparation composition, which gives a comfortable feeling of use at the time of wiping (a feeling when sweat and soil are wiped off, and a cool feeling), is impregnated in a sheet-shaped substrate.SOLUTION: Disclosed are an external preparation composition containing (A) diphenhydramine hydrochloride, (B) allantoin, (C) glycyrrhizinate salt, and (D) ethanol, and a skin care sheet where the external preparation composition is impregnated in a sheet-shaped substrate.
