PROBLEM TO BE SOLVED: To provide a seeding structure enabling creation of desired woods with a small amount of seeds, and provide a planting package used for the seeding structure.SOLUTION: The seeding structure is prepared through forming a sprout-passing opening 3 at a water-impermeable sheet 1 laid on the ground surface G, and disposing a solid seeding bed material 2 in which a seed is fixedly embedded, at the grounded surface side B of the water-impermeable sheet so that the relation of the relative position with the sprout-passing opening is fixed.
