PROBLEM TO BE SOLVED: To surely receive guide information or warning information from an illuminating lamp by a stick with visible light communication function.SOLUTION: A storage unit 12 provided in the illuminating lamp acquires guide information from an input unit 11 and stores it. A modulation unit 13 acquires the guide information from the storage unit 12, and modulates it to a signal used for visible light communication. An LED drive unit 14 flashes a light emission unit 15 at high speed according to the signal acquired from the modulation unit 13, and transmits the guide information while superposing it on illuminating light. A light receiving unit 21 provided in the stick 20 receives a reflected light from a road surface of the emitted visible light. A demodulation unit 22 demodulates a signal from the light receiving unit 21 to a signal which can be output as sound.
