PROBLEM TO BE SOLVED: To provide a rice forming device dropping a rice forming in a nearly horizontal state by inhibiting falling in an inclined state in the front/back direction, and a rice forming roller.SOLUTION: A forming part 400 includes: a pair of forming rollers 1 rotating around a rotation axis in an opposite direction to each other a plurality of recessed forming surfaces 4 for forming rice, formed on each of the outer peripheral surfaces of the forming rollers, constituting the pair of forming rollers abutting surfaces 5 formed between the recessed forming surfaces of each of the outer peripheral surfaces of the forming rollers and groove parts 6 formed on the abutting surfaces along the circumferential direction.
