Disclosed are a biodegradable non-woven fabric web, a manufacturing method thereof, and a blood filter using the same, wherein the non-woven fabric web is made of biodegradable and biocompatible fiber and can satisfy performance required for a blood filter when being used for manufacturing the blood filter for removing Leukocyte. The non-woven fabric web of the present invention includes fibers with an average diameter of 3 &mu；m or less and diameter variation coefficient of 30CV% or less. The fibers include at least one aliphatic polyester selected from a group consisting of polylactic acid, polycaprolactone, and polyglycolic acid.생분해성이며 생체친화성이 높은 섬유로 구성되어 있을 뿐만 아니라, 백혈구 제거용 혈액 필터의 제조에 사용될 경우 그 혈액 필터에 요구되는 성능들을 모두 만족시킬 수 있는 부직포 웹, 그 제조방법, 및 이를 이용한 혈액 필터가 개시된다. 본 발명의 부직포 웹은 3㎛ 이하의 평균 직경 및 30CV% 이하의 직경변동계수를 갖는 섬유들을 포함하고, 상기 섬유들은 폴리락트산, 폴리카프로락톤, 및 폴리글리콜산으로 구성되는 그룹으로부터 선택되는 적어도 하나의 지방족 폴리에스테르를 포함한다.
