The invention relates to a biodegradable carrier with arbitrarily adjustable interface charges and particle sizes, a preparing method and a pharmaceutical composition of the same, wherein the preparing method comprises the following steps: preparing a biodegradable, first polymer solution arranging a biodegradable, second polymer solution and adding it into the first polymer solution according to interface charges required by the carrier forming the carrier structure by means of opposite charges attract force so that the carrier can have the above required interface charges and adjusting the moles of the solutes between the first polymer solution and the second polymer solution in equal proportion according to the particle size required by the carrier.
