The present invention relates to a short-acting organic material fermenting device, and a fermenting method using the same, and more particularly, to a fermenting device, which produces a feed or a quick way compost by fermenting an organic waste, comprising: a housing main body； a waste input device for inputting an organic waste into the housing main body； a small air blower installed in the housing main body, and injecting the small amount of air thereinto； a partition erected in a state that a passage is formed at both sides in the center of the housing main body； a pair of stirring devices installed in parallel on both sides of the partition in the housing main body to be rotated in opposite directions to each other, and circulating and stirring the input organic waste with the air； a feed discharge device connected to the housing main body, and discharging a feed or compost generated after the organic waste is fermented； and a control unit for controlling an operation of the waste input device. According to the present invention, a continuously input organic waste by fungosity is discharged as a feed or compost while continuously using the fungosity positioned in the housing main body as a microorganism for fermentation.
