The allotrope of carbon with surface modification has sp2 structure and C:O ratio thereof is 15:1 to 6:1. The allotrope of carbon with surface modification is able to inhibit melanin formation and has reduction ability for melanin. The cell survival rate test result of the allotrope of carbon with surface modification is more than 80%. When 0.1% to 5% aqueous solution of the allotrope of carbon with surface modification is prepared, the absorbance is 1.5 to 2 at a wavelength of 200 nm to 400 nm.
