An optical-activation system and method are provided for reducing the appearance of dark circles under the eyes. The system comprises a complex of a base for a fluorescent compound and a fluorescent compound attached to each other by covalent bonds, hydrogen bonds, van der Waals forces, or a combination thereof. After absorption of the ambient light, the fluorescent compound in the complex re-emits visible light of a longer wavelength.
