PROBLEM TO BE SOLVED: To provide a novel water soluble film for inhibiting odor in which diffusion of the odor derived from a functional component is improved, while securing satisfactory water solubility by breaking down a starch to suitable small molecules.SOLUTION: A water soluble film 1 for inhibiting odor comprises a water soluble base material film part 10 which contains an odor functional component 15 and is formed using a starch as a main component, and a water-soluble protective film part 21 formed in one side 11 of a water soluble base material film part using a starch as a main component.
