PROBLEM TO BE SOLVED: To provide a cleansing composition with I phase viscosity, which has initially elastic characteristics for easily taking into hands and not easily dropping off, and becomes viscous when water is mixed in by the use of wet hands, has excellent elongation and smoothness during the use, and further stays in I phase, does not become emulsified and exhibit excellent cleansing power even water is mixed, when using with water in a bath room or lavatory.SOLUTION: The cleansing cosmetic preparation with I phase viscosity contains at least two kinds of nonionic surfactants (A) and (B), an oil component (C) which is in a liquid state at ordinary temperature, glycerol (D) and water (E). The strainγ at 30°C in the range of 0.1-10% is a loss tangent tan δ<1, represented by loss modulus G/storage modulus G.
