Provided is a raw material for cosmetics; it can conveniently prepare cosmetics having stability, excellent feeling of use, and without skin irritation. The raw material for cosmetics according to the present invention includes a core-corona type microgel dispersion obtained by the radical polymerization of a polyethylene oxide macromonomers represented by the following formula (1), a hydrophobic monomer represented by the following formula (2), and a crosslinking monomer represented by the following formula (3) under the following conditions (A) ~ (E), (A) the charged molar quantity of the polyethylene oxide macromonomer / the charged molar quantity of the hydrophobic monomer, expressed by the molar ratio is 1: 10 to 1: 250. (B) the charged amount of the crosslinking monomer relating to the charged amount of the hydrophobic monomer, is 0.1 to 1.5% by mass. (C) the hydrophobic monomer represented by the following formula (2) has a monomer composition obtained by mixing one or more methacrylic acid derivatives having an alkyl group of 1 to 8 carbon atoms. (D) the polymerization solvent is water-polyol mixed solvent, the polyol is one or more selected from dipropylene glycol, 1,3-butylene glycol and isoprene glycol. (E) the solvent composition of the water-polyol mixed solvent has a mass ratio at 20℃, water: polyol = 90 ~ 10:10~90. R1 represents an alkyl group having 1 to 3 carbon atoms, n is a number from 8 to 200. X represents H or CH3. R2 represents an alkyl group having 1 to 3 carbon atoms, R3 represents an alkyl group having 1 to 12 carbon atoms.
