The present invention relates to a manufacturing method of a composition having a more improved performance by effectively extracting an active component having effects of preventing hair loss or promoting hair growth by a 5-alpha-reductase inhibition effect from a plant-derived natural material in a distillation method of an extract solvent, and by being manufactured in a hoof shape of filling the extracted active component from the natural material in a liposome. The natural material is extracted by (a) a natural material insertion step of inserting the dried natural material in an extractor； (b) an extract solvent heating step of inserting and heating an extract solvent in a heater having a cooling condenser； (c) an active component extracting step of directly contacting steam of the heated extract solvent in the inserted natural material, and extracting the active component； (d) an active component concentrate step of dividing and concentrating the extracted active component； and (e) an active component drying step of drying the concentrated active component, and removing the extract solvent. The extracted active component is liposomized through a stabilization step. In the active component extracting step, the steam of the heated extract solvent is generated in the heater separately installed from the extractor, and is supplied to the extractor.
