The present invention relates to a cosmetic composition comprising a fermented liquid of Selaginella tamariscina as an active ingredient, and more particularly, to a cosmetic composition comprising, as an active ingredient, a fermented liquid of Selaginella tamariscina, which is fermented with Lactobacillus bacteria, Bifidobacteria or a mixture thereof. The present invention also relates to a cosmetic composition further comprising dried mature seeds of Canavalia Gladiata.
