PROBLEM TO BE SOLVED: To suppress falling-off of an absorbent in a filter for a long period of time while sufficiently exhibiting absorption performance of the chemical substances by the absorbent by passing the fibers through the absorbent.SOLUTION: A filter includes a fiber layer containing fibers, and an absorbent which is carried by the fibers and absorbs chemical substances. The filter includes particles of the absorbent passed through by the fibers.
